On September 26, 2002, CDF issued a
final EIR and certified it. The Campaign filed suit
challenging the EIR on October 24.

On September 30, CDF
adopted a final management plan, trumpeting Jackson State Forest as the
cornerstone of a newly established reserve of old growth forest in
Mendocino County. CDF endorsed the Campaign vision of restoring Jackson
State to old growth. But, the plan reality belied the high blown
rhetoric. It was the same old large-scale logging, dressed up in green
sheep's clothing, as explained in a
Campaign
rejoinder.

On October 3, acting
as soon after CDF issuance of the final plan, the Board of
Forestry met to approve the CDF plan.
